In considering and investigating an application, the department may use all appropriate means of investigation and discovery that are available pursuant to this article.

- Department: means the department of insurance and financial institutions. See Arizona Laws 6-101
- Discovery: Lawyers' examination, before trial, of facts and documents in possession of the opponents to help the lawyers prepare for trial.
