(a) For the fiscal year ending June 30, 2023, and each fiscal year thereafter, the budget for the Technical Education and Career System shall (1) be a separate budgeted agency, and (2) include a separate (A) educational account for educational and school-based accounts and expenditures, and (B) noneducational account.

  • Fiscal year: The fiscal year is the accounting period for the government. For the federal government, this begins on October 1 and ends on September 30. The fiscal year is designated by the calendar year in which it ends; for example, fiscal year 2006 begins on October 1, 2005 and ends on September 30, 2006.

(b) Notwithstanding any provision of the general statutes, for the fiscal year ending June 30, 2018, and each fiscal year thereafter, the Governor, when considering reductions in allotment requisitions or allotments in force, shall give priority to the educational needs of the system and instructional staffing needs, as identified in the statement of staffing needs submitted by the superintendent of the Technical Education and Career System pursuant to § 10-99g, and every effort shall be made to avoid impairment of the system’s educational mission and interruption to instructional time during such consideration.
