(a) There is established an account to be known as the “9-8-8 Suicide Prevention and Mental Health Crisis Lifeline Fund” which shall be a separate, nonlapsing account within the General Fund. The account shall contain any moneys required to be deposited in, or transferred to, the account pursuant to subsection (b) of this section. Moneys in the account shall be expended by the Department of Mental Health and Addiction Services solely for the following purposes: (1) Ensuring the efficient and effective routing of calls made to the 9-8-8 National Suicide Prevention Lifeline by persons in the state to an appropriate crisis center; and (2) personnel and the provision of acute mental health, crisis outreach and stabilization services by directly responding to the 9-8-8 National Suicide Prevention Lifeline.

  • Appropriation: The provision of funds, through an annual appropriations act or a permanent law, for federal agencies to make payments out of the Treasury for specified purposes. The formal federal spending process consists of two sequential steps: authorization
  • Fiscal year: The fiscal year is the accounting period for the government. For the federal government, this begins on October 1 and ends on September 30. The fiscal year is designated by the calendar year in which it ends; for example, fiscal year 2006 begins on October 1, 2005 and ends on September 30, 2006.

(b) The following moneys shall be deposited in, or transferred to, the 9-8-8 Suicide Prevention and Mental Health Crisis Lifeline Fund: (1) Any appropriation made by the General Assembly to the Department of Mental Health and Addiction Services for deposit in the fund; (2) any grants or gifts intended for deposit in the fund; and (3) interest, premiums, gains or other earnings on the fund.

(c) Moneys remaining in the 9-8-8 Suicide Prevention and Mental Health Crisis Lifeline Fund (1) shall not revert to the General Fund at the end of any fiscal year and remain available in subsequent fiscal years for the purposes described in subsection (a) of this section, and (2) shall not be subject to transfer to any other fund, or to transfer, assignment or reassignment for any purpose other than the purposes described in subsection (a) of this section.

(d) On or before January 1, 2024, and annually thereafter, the Commissioner of Mental Health and Addiction Services shall report, in accordance with the provisions of § 11-4a, on the deposits and expenditures of the 9-8-8 Suicide Prevention and Mental Health Crisis Lifeline Fund to the joint standing committees of the General Assembly having cognizance of matters relating to appropriations and the budgets of state agencies, public health, human services and children.
