The provisions of this part shall not apply to the structures, such as distribution and transmission poles, towers and fixtures, steam plant, gas plant, gas tank or holder, water tank or electric substation, of any public service company as defined in § 16-1 whose operations are under the jurisdiction of the Public Utilities Regulatory Authority.
