Notwithstanding the provisions of subsection (d) of § 5-272 the employer, as defined in subsection (a) of § 5-270, and an employee organization, as defined in subsection (d) of said § 5-270, as the exclusive representative of employees in an appropriate unit, may engage in a pilot program to discuss the state classifications and examination system. Neither party may negotiate pursuant to the provisions of § 5-276a. Any agreement reached by the parties shall be reduced to writing and submitted to the General Assembly pursuant to the provisions of subsection (b) of § 5-278.
