The department of agriculture may establish and assess fees pursuant to chapter 91 for:

- Aquaculture: means any form of agriculture devoted to the propagation, cultivation, maintenance, and harvesting of aquatic plants and animals in marine, brackish, and fresh water. See Hawaii Revised Statutes 141-51
- Department: means the department of agriculture. See Hawaii Revised Statutes 141-51
provided that the assessment of these fees does not violate any provisions of this chapter.
