This Article shall be in full force and effect from and after January 1, 1940: Provided, that the provisions of Gen. Stat. 106-139 shall become effective on April 3, 1939, and thereafter the Commissioner of Agriculture is authorized hereby to conduct hearings, and the Board is authorized to promulgate regulations which shall become effective on and after the effective date of this Article as the Board shall direct.
