The town of North Providence shall use the authority to create a juvenile hearing board subject to the provisions of § 8-10-23.1, notwithstanding the requirements of the town's regulations, charter or ordinances.

A court reporter is someone who transcribes official proceedings. They do not issue orders. So this does not really make any sense. Child neglect should be reported to Rhode Island Child Welfare at 1-800 RI-CHILD.
