- Commission: means the Texas Historical Commission. See Texas Tax Code 172.101
- Comptroller: means the Comptroller of Public Accounts of the State of Texas. See Texas Tax Code 1.04
The commission and the comptroller shall adopt rules necessary to implement this chapter.
