(a)(1) The board of directors of the district shall create an emergency communications service designed to have the capability of utilizing at least one (1) of the following three (3) methods in response to emergency calls:
(A)Direct dispatch method;(B)Relay method; or(C)Transfer method.(2) The board of directors of the district shall elect the method that it determines to be the most feasible for the district.(b) Each public safety emergency services provider retains the right to dispatch its own services, unless a voluntary agreement is made between such provider and the board of directors of the emergency communications district.(c) The primary emergency telephone number is the digits “911”.(d) The board of directors has the authority to subscribe to the appropriate telephone services from the service supplier.(e) The involved agencies may maintain a separate secondary backup number and shall maintain a separate number for nonemergency telephone calls.(f) No service supplier shall be required to provide 911 service if the equipment for such service is not available.
