(a) Notwithstanding § 78106, the Council may employ up to six hundred (600) students in grades nine through twelve for a ten week summer period at the minimum wage rate in order to further implement the purposes and goals of this Law. In addition, a cadre of up to sixty (60) students from the University of Guam may be employed to supervise and assist these high school students in the day to day activities of the Corps and

shall be compensated at a rate equal to fifty (50) cents more per hour than the minimum wage rate.
(b) The Council, in implementing the program set forth in Subsection
(a), shall insure that:
(1) that students and the supervisors are provided hot lunches each day while they are employed.
(2) the students and the supervisors are provided transportation to and from the work area and are compensated for travel time.
