No charges, amounts or expenses shall be charged to workmen’s compensation insurance carriers or self-insurers under Kan. Stat. Ann. §§ 74-712 to 74-717, inclusive, and 74-719 until July 1, 1962, but in all other respects such sections shall be in effect as and when provided in section 11 [*]of this act.
