(a) The commissioner by rule shall provide a process for reviewing and approving or disapproving a proposed premium increase relating to a Medicare supplement benefit plan.
(b) The rules must comply with federal law, including Section 1882, Social Security Act (42 U.S.C. § 1395ss).
