In addition to the other limitations provided by this chapter, the district’s authority to exercise its powers is subject to the terms of the development and operating agreement required under § 3974.0109, including the district’s authority to:
(1) acquire, construct, or finance an improvement project or service under § 3974.0502; and
(2) issue bonds, notes, certificates of participation, or other obligations under § 3974.0601.
