Terms Used In North Carolina General Statutes 161-14.02

  • Amendment: A proposal to alter the text of a pending bill or other measure by striking out some of it, by inserting new language, or both. Before an amendment becomes part of the measure, thelegislature must agree to it.
  • following: when used by way of reference to any section of a statute, shall be construed to mean the section next preceding or next following that in which such reference is made; unless when some other section is expressly designated in such reference. See North Carolina General Statutes 12-3

(a) Prior to recording a document or instrument that (i) purports to impact an official record of birth meeting the requirements of N.C. Gen. Stat. § 161-14 and (ii) is not a birth registration or birth certificate, an amendment of a birth certificate, or a certificate of identification as defined in Article 4 of Chapter 130A of the N.C. Gen. Stat., the Register of Deeds shall conspicuously mark the first page of the document or instrument with the following statement:

“THIS DOCUMENT IS NOT AN OFFICIAL BIRTH RECORD.”

(b) This section does not apply to a document or instrument which is attached to real estate documents as an exhibit. (2015-197, s. 1.)
