state: when applied to the different parts of the United States, includes the District of Columbia and the several territories of the United States. See Alabama Code 1-1-1
(1) Purchase, in the manner prescribed by law, equipment, raw materials, components, and supplies.(2) Engage the supervisory personnel necessary to establish and maintain for this state, at a penitentiary, penal farm, or other institution now or hereafter under the control of the department, industries for the utilization of services of prisoners in the manufacture or production of such articles or products as may be needed for the construction, operation, maintenance, or use of any office, department, institution, or agency supported in whole or in part by this state and the political subdivisions thereof.(3) Promote the department’s products and services using any of the following manners:
a. Advertisements.b. Meals.c. Other commonly used methods to advertise products or services to the general public.(b) Purchases of equipment, raw materials, components, and supplies by the Alabama Department of Corrections for the manufacture or production of prison-made goods pursuant to subsection (a) are exempt from purchasing through the Division of Purchasing of the Department of Finance.
