(a) The transportation department shall cooperate with the Joint Transportation Committee and shall prepare or cause to be prepared and furnished to the Joint Transportation Committee, by the third quarterly meeting of each year, the current STIP for proposed highway construction and any other reports, disclosures, information, or data requested by Joint Transportation Committee. The transportation department’s proposed annual budget for the next fiscal year shall be prepared and furnished to the Joint Transportation Committee by the last quarterly meeting of each year. The transportation department shall make available the books and records of the transportation department necessary for the Joint Transportation Committee to perform its functions and shall report to it quarterly on the performance of the transportation department for the preceding fiscal quarter of the state and its proposed projects and plans for the current fiscal year thereof. The transportation department shall maintain the STIP in accordance with requirements set forth by the Federal Highway Administration. Additionally, the transportation department shall include narrative language for each project in the STIP describing in detail the scope of the project and the reasons for its placement in the STIP. Whenever the plan is amended for any reason, the transportation department shall, within seven calendar days of such amendment:

Terms Used In Alabama Code 29-2-6

  • Amendment: A proposal to alter the text of a pending bill or other measure by striking out some of it, by inserting new language, or both. Before an amendment becomes part of the measure, thelegislature must agree to it.
  • Fiscal year: The fiscal year is the accounting period for the government. For the federal government, this begins on October 1 and ends on September 30. The fiscal year is designated by the calendar year in which it ends; for example, fiscal year 2006 begins on October 1, 2005 and ends on September 30, 2006.
  • preceding: means next before. See Alabama Code 1-1-1
  • state: when applied to the different parts of the United States, includes the District of Columbia and the several territories of the United States. See Alabama Code 1-1-1
  • writing: includes typewriting and printing on paper. See Alabama Code 1-1-1
  • year: means a calendar year; but, whenever the word "year" is used in reference to any appropriations for the payment of money out of the treasury, it shall mean fiscal year. See Alabama Code 1-1-1
(1) Update the ALDOT website to disclose any changes made to the plan; and
(2) notify, in writing, the Chair of the Joint Transportation Committee of the changes made together with appropriate explanation of the change(s). Upon written request from the Chair of the Joint Transportation Committee, the transportation department shall provide copies of the notice to all members of the Joint Transportation Committee.
(b) The transportation department shall cooperate with the Joint Transportation Committee to undertake a study on the use of Federal Highway Administration guidelines to include life cycle cost analysis and price adjustment clause.
