The legislative body may maintain its own pension and retirement fund or may contract with the legislative body of any city or county in the State, or any state department, for:
(a) The performance of any service in connection with the establishment or administration of the retirement system.

- City: includes "city and county" and "incorporated town" but does not include "unincorporated town" or "village. See California Government Code 20
- Contract: A legal written agreement that becomes binding when signed.
- County: includes city and county. See California Government Code 19
- legislative body: means board of trustees, city council, or other governing body of a city. See California Government Code 34000
- State: means the State of California, unless applied to the different parts of the United States. See California Government Code 18
(b) The investment, care, or administration of retirement funds.
(c) Any other service relating to the system or its funds.
