This article does not prohibit the department from assuming jurisdiction over a waste release site pursuant to Part 2 (commencing with Section 78000) of Division 45, or the regional water quality control board or the state board from assuming jurisdiction over a waste release site or from taking enforcement action against a waste release site pursuant to Division 7 (commencing with Section 13000) of the Water Code.
