- Committee: means the Safe Drinking Water Finance Committee created by Section 13895. See California Water Code 13895.5
- County: includes city and county. See California Health and Safety Code 14
- department: means State Department of Health Services. See California Health and Safety Code 20
- Department: means the Department of Water Resources. See California Water Code 13895.5
- Fund: means the California Safe Drinking Water Fund. See California Water Code 13895.5
- Lien: A claim against real or personal property in satisfaction of a debt.
- Obligation: An order placed, contract awarded, service received, or similar transaction during a given period that will require payments during the same or a future period.

- Waste: includes sewage and any and all other waste substances, liquid, solid, gaseous, or radioactive, associated with human habitation, or of human or animal origin, or from any producing, manufacturing, or processing operation, including waste placed within containers of whatever nature prior to, and for purposes of, disposal. - Waters of the state: means any surface water or groundwater, including saline waters, within the boundaries of the state. See California Water Code 13050
