(a) The enforcement of § 14110.65 of the Welfare and Institutions Code is vested with the State Department of Health Services.

(b) Any claim made under § 14110.65 of the Welfare and Institutions Code shall not constitute a wage claim as provided in subdivision (a) of Section 96, and shall not be subject to this chapter.
