(a) Moneys appropriated from the California Community and Neighborhood Tree Voluntary Tax Contribution Fund, established pursuant to § 18735 of the Revenue and Taxation Code, to the department shall be used to fund grants authorized under Section 4799.12. A minimum of 25 percent of the funds shall be used for the needs specified in subdivisions (a), (b), (c), (h), and (k) of Section 4799.12 in low-income or disadvantaged communities.

(b) This section shall become inoperative one year after the date on which Article 4 (commencing with Section 18734) of Chapter 3 of Part 10.2 of Division 2 of the Revenue and Taxation Code becomes inoperative and is repealed on January 1 of the following year.
