(a) The sum of one hundred million dollars ($100,000,000) shall be available, upon appropriation by the Legislature, pursuant to Chapter 9 (commencing with Section 79765) of Division 26.7 of the Water Code, except that the provisions of § 79143 of the Water Code shall not apply to a loan or grant awarded under this section.

(b) Of the funds made available pursuant to this section, up to twenty million dollars ($20,000,000) shall be available for the State Water Efficiency and Enhancement Program administered by the Department of Food and Agriculture.
