(a) Eighty?one million dollars ($81,000,000) shall be allocated to the department for intercity and commuter rail projects along the Los Angeles-Santa Barbara rail corridor to be allocated for expenditure as follows:
(1) In Ventura County, thirty?one million dollars ($31,000,000).
