(a) Any owner or operator who knowingly refuses or fails to make any report of an accident as required in § 15-104 shall be fined not more than one hundred dollars, and if any person is killed or injured in such accident, the executive director shall, in addition, suspend the operating privilege of the person failing to make such report, until such report is filed and for such further period not to exceed thirty days as the executive director may fix.
