The Commissioner of Public Health shall establish, within available appropriations, a need-based program pursuant to which the commissioner may waive application costs and licensure fees for persons who are applying to the Department of Public Health for licensure as a mental or behavioral health care provider pursuant to chapter 370, 382a, 383, 383a, 383b or 383c, or § 20-195mmm, and who will provide mental or behavioral health care services to children. The Commissioner of Public Health shall develop eligibility requirements based on financial need for recipients of a waiver of such costs and fees and give priority to each applicant (1) who is a member of a racial or ethnic minority, (2) for whom English is a second language, (3) who identifies as lesbian, gay, bisexual, transgender or queer, or (4) who has a disability. The Department of Public Health may accept private donations for the program.
