Any person who received compensation for total incapacity under a workers’ compensation agreement or award effected prior to October 1, 1953, shall receive such compensation as was authorized by such agreement or award under § 31-307 or for not longer than the period of total disability, and shall be paid in addition thereto the cost-of-living adjustment provided for under subsection (b) of § 31-307a. The compensation authorized under this section, including the cost-of-living adjustment, shall be paid out of the Second Injury Fund provided for in § 31-354. Such compensation and cost-of-living adjustment shall be paid only for weeks of total disability existing or commencing on or after October 1, 1969.
