The Connecticut Housing Finance Authority shall adopt procedures in accordance with § 1-121 to implement the provisions of sections 8-265cc to 8-265hh, inclusive. Such procedures shall include the establishment of a process for notification to eligible homeowners of the availability of funds under sections 8-265cc to 8-265kk, inclusive, and for notification to the mortgagee or lienholder that an application has been received by or on behalf of the homeowner and of the authority’s determination of eligibility.
