(1) Where a certificate of occupancy is required by Florida Statutes Chapter 651, a temporary certificate of occupancy may be acceptable if it does not conditionally preclude the residents from occupying a structure.
(2) A provider shall not require a resident to occupy a unit before the provider obtains a certificate of occupancy as required by law.
