Except as provided by subsection 73B-20.017(4) and Fl. Admin. Code R. 73B-20.022, if the Office of Appeals receives a written communication from a party which expresses disagreement with or otherwise indicates a desire to appeal a decision, the Office of Appeals shall immediately forward it to the Reemployment Assistance Appeals Commission.
