(a) Fena Reservoir, owned and operated by the U. S. Navy Public Works Center (‘PWC’), is the largest source of potable surface water supply on Guam. Currently, government of Guam’s overall water production includes purchases of approximately
seventy percent (70%) of Fena Reservoir’s total production, and thus negative changes in Fena’s water level reduces GWA’s overall water supply for civilian users. Therefore, PWC’s Water Conservation Levels (‘WCL’), established by USCINCPAC REP GUAM/CNMI/FSM/ROP INSTRUCTION 11330.1, including any amendments thereto, are hereby adopted as the Island’s drought condition standards and levels of severity, and are to be made an integral part of the Guam Drought Management and Comprehensive Water Conservation Plan.

(b) Concurrently, and in addition to adoption of PWC’s Fena- level WCL, standards for low groundwater (water wells) level conditions, plus severity alert phases, shall be developed and adopted as an integral part of the Guam Drought Management and Comprehensive Water Conservation Plan.
