e presiding judge of the Superior Court may appoint one (1) or more Family Division referees to serve on a full-time or part-time basis. A Family Division referee shall serve at the pleasure of the appointing judge, and unless the appointing judge makes his order terminating the appointment of a Family Division referee, such referee shall serve as such until the appointment of his successor. The amount and rate of compensation to be paid Family Division referees, qualifications of court referees, and their duties and powers shall be fixed by the Judicial Council provided, however, that the individual appointed as a referee shall be an attorney licensed to practice law in Guam.

COMMENT: A bill had been proposed in the 14th Legislature which sets forth more fully the powers and duties of Family Division referees, but this Section was the one eventually passed.
