This Act shall take effect 90 days after being signed into law. Upon this act’s taking effect, it shall apply to all proceedings under
§ 5103, regardless of when commenced, provided that this act
shall only apply to proceedings under § 5103(a)(4) wherein the date of the conduct charged is on or after the effective date of this Act.
