  • Jurisdiction: (1) The legal authority of a court to hear and decide a case. Concurrent jurisdiction exists when two courts have simultaneous responsibility for the same case. (2) The geographic area over which the court has authority to decide cases.
is Chapter shall be liberally construed to the end that each child within the jurisdiction of the court shall receive such care, guidance and control, preferably in his home, as will enhance the child’s welfare and be in the best interest of Guam, and then when such child is removed from the control of his parents the court shall secure care as nearly as possible equivalent to that which should have been given to him by them.

§ 5130. Appropriations Authorized.
There are hereby authorized to be appropriated such sums as may be necessary to carry out the provisions of this Chapter.

§ 5131. Repealer.
On the effective date of this title, and subject to the provisions of § 5132, §§ 250 through 282, inclusive, of the Code of Civil Procedure are hereby repealed.
