Preliminary plans will be submitted to the Guam Land Use Commission for compliance with the Master Plan. Following approval by the Guam Land Use Commission and the Governor, the plans will be submitted to the Legislature. No preliminary plans will be submitted to the Legislature without written approval of all landowners within the area involved. Portions of the area may be submitted upon approval of the landowners if such portions represent appropriate development units.
