(a) No regulation of the Director of Public Works issued pursuant to this Chapter shall become effective until fifteen (15)
days after notice of intention to enforce it shall have been given in a newspaper in general circulation in the Territory of Guam, and until a public hearing shall have been held; provided, that said public hearing shall not be necessary unless a written request shall have been made for such hearing during the four (4) weeks following publication. Such regulation must be drawn in its proposed form and open to public inspection at the time the notice to enforce is published.

(b) Any regulation may be amended or repealed by the same procedure prescribed for the adoption of new rules.

(c) The Director of Public Works, not less than thirty (30) days subsequent to the publishing of the notice to enforce, may make such regulations effective by publication, in a newspaper of general circulation in the Territory of Guam, of a statement to the effect that such regulation has been adopted and that three (3) certified copies of the complete regulation are now available for public use at the office of the Director of Public Works.
