Terms Used In 4 Guam Code Ann. § 1112
- Appeal: A request made after a trial, asking another court (usually the court of appeals) to decide whether the trial was conducted properly. To make such a request is "to appeal" or "to take an appeal." One who appeals is called the appellant.
(1) The Board shall consist of five (5) members appointed by the Governor of Guam, whose terms will be staggered to ensure continuity of members.

(2) Each member shall serve a term of two (2) years, except for the first appointed members, in which
(A) three (3) shall be appointed to serve a three (3)
year term, and
(B) two (2) shall serve a two (2) year term.
(b) The majority of the Board shall be three (3) members. (1) The vote of three (3) members shall be required for
any action by the Board.
(2) The Board may adopt administrative policies to govern its procedures.

§ 1113. Appeal for Rejected or Stolen Suggestions, Ideas, Inventions or Designs.
(a) An employee who feels cheated on his/her original suggestion, idea, invention or design, or whose suggestion, idea, invention or design was rejected, may appeal to the Director of Administration who will appoint an ad hoc Board of Review, approved by the Incentive Awards Board.
(b) This Board of Review shall be constituted by two (2) members outside the government of Guam, designated by the Director of Administration, and two (2) members from the present Incentive Awards Board, and an expert in the area relating to the suggestion, idea, invention or design.
