(a) All electronic devices recovered pursuant to this part shall be recycled in a manner that complies with all applicable federal, state, and county laws and requirements.

county: includes the city and county of Honolulu. See Hawaii Revised Statutes 1-22
Department: means the department of health. See Hawaii Revised Statutes 339D-1
Recycling: means processing , including disassembling, dismantling, or shredding, electronic devices or their components to recover a useable product. See Hawaii Revised Statutes 339D-1

(b) The department shall adopt by reference the Institute of Scrap Recycling Industries, Inc.’s Electronics Recycling Operating Practices as requirements.
