Sec. 10. All expenses incurred in the operation of state armories shall be paid out of:

(1) the rentals;

(2) the income;

(3) the earnings;

(4) any other receipts; and

(5) any other appropriation provided by law;

to pay the expenses incurred in the operation of the armories.
