Sec. 5. (a) The student learning recovery grant program is established to provide grants to an eligible entity for the purpose of providing recovery learning and remediation to students in kindergarten through grade 12 who:

(1) have experienced learning loss;

  • eligible entity: refers to an entity that meets criteria established by the department under section 6 of this chapter. See Indiana Code 20-32-8.7-1
  • Fiscal year: The fiscal year is the accounting period for the government. For the federal government, this begins on October 1 and ends on September 30. The fiscal year is designated by the calendar year in which it ends; for example, fiscal year 2006 begins on October 1, 2005 and ends on September 30, 2006.
  • program: refers to the student learning recovery grant program established by section 5 of this chapter. See Indiana Code 20-32-8.7-4
  • Year: means a calendar year, unless otherwise expressed. See Indiana Code 1-1-4-5
(2) have fallen behind in acquiring anticipated grade level academic skills and knowledge;

(3) have scored below academic standards or average benchmarks; or

(4) are at risk of falling below academic standards;

due to the disruption in student education caused by the coronavirus disease (COVID-19) pandemic and insufficient instructional alternatives.

     (b) The department shall administer the program.

     (c) The department may award grants to eligible entities under the program in state fiscal year 2024 and state fiscal year 2025 from funds appropriated during the 2021 regular session of the Indiana general assembly that have not been obligated.
