commission: refers to the integrated public safety commission established under IC 5-26-2-1. See Indiana Code 5-26-1-1
Contract: A legal written agreement that becomes binding when signed.
public safety agency: means a federal, state, or local governmental entity eligible to hold an authorization in a public safety radio service as set forth in 47 C. See Indiana Code 5-26-1-4
system: refers to the Indiana statewide wireless public safety voice and data communications system. See Indiana Code 5-26-1-5
