In addition to the authorized purposes for the expenditure of moneys placed in the special fund designated in subsection (c) of Kan. Stat. Ann. § 79-3425c, and any amendments thereto, any city located in a county having a population of more than thirty-eight thousand (38,000) and not more than forty-five thousand (45,000) or in a county having a population of not less than two hundred twenty thousand (220,000) may use the moneys in said fund for the purposes set forth in subsection (b) of Kan. Stat. Ann. § 68-581, as amended.
