Wherever and whenever in Kan. Stat. Ann. §§ 73-401 to 73-410, inclusive, power or authority shall have been given to the counties and cities of the state of Kansas, under the provision thereof, like power and authority shall be and is hereby given to the townships of the state of Kansas, under the provisions of said chapter.
