  • state: means :

    (1) a state, possession, territory, or commonwealth of the United States; or

    (2) the District of Columbia. See
Subject to the provisions of this title, the Secretary is responsible for the licensing of security guard agencies and the regulation of those persons who provide security guard services in the State.
