Sec. 3.
Any person convicted of a crime in this state who has been or shall be declared eligible to probation, under the laws of this state, by a court of competent jurisdiction, or who, in the opinion of the state prison commission, is qualified to parole from any penal institution, is eligible to confinement in the camps herein provided for.
