- state: when applied to the different parts of the United States, shall be construed to extend to and include the District of Columbia and the several territories belonging to the United States; and the words "United States" shall be construed to include the district and territories. The Michigan higher education assistance authority, hereafter called the authority, shall establish state academic achievement scholarships to encourage academic excellence and to foster the pursuit of higher education and shall award those scholarships to students on the basis of scores on designated national examinations.
