The Director shall adopt, with the approval of the Board, such regulations as are necessary to ensure that solitary confinement may only be used:

- population: means the number of people in a specified area as determined by the last preceding national decennial census conducted by the Bureau of the Census of the United States Department of Commerce pursuant to Section 2 of Nevada Revised Statutes 0.050
1. As a last resort, when the offender must be separated from the general population in a secure environment;
2. In the least restrictive manner; and
3. For the shortest period of time safely possible.
