The procedures set forth above shall be exclusive for the determination of all questions relating to the liability of employing units or employers or both except matters determined under N.H. Rev. Stat. § 282-A:42-68. No questions relating to the liability of employing units or employers or both which have been determined prior to June 19, 1961, shall be reviewed hereunder.
