§ 4-116. Constitutional amendments and questions; publication of by state board of elections and secretary of state. 1. The secretary of state shall cause each concurrent resolution of the two houses of the legislature agreeing to a proposed amendment to the constitution that has been referred to the legislature to be chosen at the next general election to be published at least once in each of the three months next preceding such election. Such publication shall include the information that such amendment has been so referred.

  • Amendment: A proposal to alter the text of a pending bill or other measure by striking out some of it, by inserting new language, or both. Before an amendment becomes part of the measure, thelegislature must agree to it.
  • Concurrent resolution: A legislative measure, designated "S. Con. Res." and numbered consecutively upon introduction, generally employed to address the sentiments of both chambers, to deal with issues or matters affecting both houses, such as a concurrent budget resolution, or to create a temporary joint committee. Concurrent resolutions are not submitted to the President/Governor and thus do not have the force of law.

2. The state board of elections shall publish once in the week preceding any election at which proposed constitutional amendments or other propositions or questions are to be submitted to the voters of the state an abstract of such amendment or question, a brief statement of the law or proceedings authorizing such submission, a statement that such submission will be made and the form in which it is to be submitted.

3. Publication required by subdivision two of this section shall be in one newspaper of general circulation in each county.

4. No later than two months prior to the general election at which any statewide ballot proposal is to be submitted to the people, the state board of elections and all local boards of elections shall publish on their websites the information required to be published pursuant to subdivision two of this section.
