Oregon Statutes 401.072 – Appointment of deputy director
(1) The Director of the Oregon Department of Emergency Management may, by written order filed with the Secretary of State, appoint a deputy director. The deputy director serves at the pleasure of the director, has authority to act for the director in the absence of the director and is subject to the control of the director at all times.

- Emergency: means a human created or natural event or circumstance that causes or threatens widespread loss of life, injury to person or property, human suffering or financial loss, including but not limited to:
(a) Fire, wildfire, explosion, flood, severe weather, landslides or mud slides, drought, earthquake, volcanic activity, tsunamis or other oceanic phenomena, spills or releases of oil or hazardous material as defined in ORS § 466. See Oregon Statutes 401.025
(2) Subject to any applicable provisions of ORS Chapter 240, the director shall appoint all subordinate officers and employees of the department, prescribe their duties and fix their compensation. [Formerly 401.263; 2021 c.539 § 5]
